The Transparency in Public Decision-Making Processes and Related Matters Law of 2022 (Law 20(I)/2022) (the "Law") designates the Independent Authority Against Corruption (the "Authority") as responsible for implementing the provisions of this legislation. The purpose of the Law is to establish a framework for fostering and consolidating transparency in public decision-making processes, thereby preventing the creation of conditions that allow or facilitate the occurrence of corrupt acts. All provisions of the Law came into force on 1 March 2024, and therefore, all obligations of both officials and lobbyists will simultaneously be applied.
The aim of the Lobbying Law is to bring about revolutionary and radical changes in the way meetings between individuals and officials, aimed at making public decisions, are conducted.
The Law imposes obligations on both lobbyists intending to engage in public decision-making processes and on officials or members of the public service or the broader public sector and employees acting for the benefit of officials, who, by virtue of their position, participate in the above-mentioned processes.
Before any communication involving engagement in the public decision-making process, as defined in the Law, all Officials must ensure that the individuals wishing to communicate with them are registered in the Lobbyists' Register.
Individuals intending to engage in public decision-making processes are encouraged to promptly arrange for their registration in the Lobbyists' Register.
As of November 27, 2023, the Authority accepts Applications for registration in the Lobbyists' Register. Applications will be reviewed, and if approved, individuals will be registered in the Register and will simultaneously sign the Code of Ethics. Details will be posted on the Authority's website www.iaac.org.cy and will include an Explanatory Note along with the necessary forms
